Tracey Ann Barlow

Tracey is an independent consultant specializing in business transformation for blue chip organizations. She supports major infrastructure within businesses to effectively deliver capital investment programs and possesses a thorough understanding of regulatory and government environments. Her current portfolio includes energy, transport and utility markets.

In 2009, Tracey was appointed Deputy Chairman of the UK Rail Regulator; this appointment recently was extended to 2019. Tracey is currently appointed to the board of UK Coal Ltd. and is chairman of AGT Ltd. She previously held a non-executive role with the UK Department of Transport, Highways Agency. In 2011, she was appointed Chair of Eco Solids International Ltd, a start up waste-to-energy technology business, to facilitate product commercialization and IPO launch.

From 2004 to 2007, as Director of Program Delivery, Tracey was responsible for delivery of Scotland’s $4.6 billion water infrastructure capital investment program through a seven-partner Joint Venture organization. The unique nature and success of the Joint Venture has been recognized with numerous industry, customer and environmental awards, and received government recognition for the successful integration of private sector commercial capability within a public sector environment. Tracey was Transition Manager for the first UK water industry operations outsourcing contract as well as Operations Director with United Utilities plc.; was a member of the non-regulated business development Board and oversaw the successful development of a commercial portfolio in excess of $6.1 Billion.

Tracey holds a BS degree in Chemistry. She also holds a post graduate degree in Program Management and attended the Executive Leadership Program at Ashworth Business School.
